Congratulations
Congratulations to Councilman Eugene
Jefferson on his win in the Primary Election and
to Councilman George Ward's return to Council
for another 4-year term.
Utility System Construction Revenue
The City Financial Team completed the “Build
America Bond” closing this week and all went as
expected. The utility system construction funds
($18 million) were deposited in the City’s
account on August 25th.
The Council has approved the engineering
services contract with Hatch Mott MacDonald Inc.
for final design of the new Kicklighter Road
Waste Water Treatment Plant and the engineering
work is underway. The design work should take
approximately six to seven months and a
construction contract should be awarded during
March or April 2011.
Health Insurance
The Staff continues to coordinate with the
Florida Municipal Insurance Trust (FMIT) to
finalize the Rate Quote for Medical and
Prescription Drug Benefit Coverage. The City’s
current Blue Cross Blue Shield annual premium is
$1.987 million and a rate increase of 12% - 18%
is proposed beginning January 2011. These
increases would add an additional $241,000 at
12% and $362,000 at 18% respectively.
FMIT has tentatively proposed nearly
identical coverage with no rate increase. The
potential benefit of the Employee “Opt Out”
Program is also being assessed for added
savings.
Any health insurance increase is not
currently reflected in the FY 2010/2011 budget.
Services Contracts
Following action by the City Council at its
last meeting on August 16th, the following
engineering and construction services agreements
were authorized and are moving forward:
Mandese-White, Inc. Construction Services
Agreement for the City’s new $2.8 million
airport terminal. Construction will begin
within a few days.
Hatch Mott MacDonald Engineering Services
Agreement for the new $16 million Kicklighter
Road Waste Water Treatment Plant.
Enterprise Car Rental Master Services
Agreement for the City’s new fleet management
program. The first 30 vehicles will be delivered
during the month of October 2010.
