On July 1, 2019, City Councilman Jake Hill called for a motion to postpone the ordinance changing the way the City conducts it business. After being slammed by some of the speakers, Mayor Witt cast the deciding vote (3-2) to postpone enactment of rules which were written by City Attorney Fred Koberlein, Jr.
